Transtec Earns Three Consecutive TxDOT Pavement RFP Wins

Transtec just earned the #1 rank among fifteen proposers in the most recent TxDOT pavement design and engineering RFP. This is TxDOT’s third pavement engineering RFP in history, and Transtec has received the top ranking in all three RFPs.

In recent years, the Texas Department of Transportation (TxDOT) has increasingly sought pavement engineering support from consultants. The Transtec Group is proud to not only be one of those consultants, but to have won all three requests for proposals (RFPs) for pavement engineering services that TxDOT has produced.

Transtec delivered the pavement design for the 183 North project in Austin that will add lanes and reduce congestion.

TxDOT’s first RFP for pavement engineering services was for the Austin District and was posted in 2018—and Transtec won that RFP, coming in with the highest proposal score. That win led to the opportunity for Transtec to deliver innovative pavement designs for Austin District projects including Oak Hill Parkway, 183 North, I-35 Capital Express through Austin, and several others. For a statewide RFP in 2019, where the RFP was awarded to the five best proposers, Transtec again ranked in first place. On March 10, 2023, Transtec once again came in as the top ranked prime proposer for a statewide pavement design RFP. Fourteen other companies also submitted proposals for the 2023 RFP, and Transtec is a subcontractor on the second, third, and fourth place ranked proposals.

Transtec Services Performed for TxDOT

Transtec has established a successful working relationship with the TxDOT Maintenance Division, an organization that oversees the preservation and restoration of more than 197,000 miles of Texas highways and rights of way. Transtec has developed a full understanding of TxDOT operating procedures and design objectives, and is able to help optimize for low maintenance and lowest total cost while still meeting all TxDOT performance goals.

Transtec’s experience with the department includes performing pavement investigations for multiple TxDOT districts, helping them identify cost-effective rehabilitation strategies. Transtec has also been the pavement lead for plans, specifications, and estimate (PS&E) projects in several districts, responsible for final design phase engineering documents.

Transtec maintains TxDOT pre-certification in the pavement design and pavement evaluation categories. Because firms must be pre-certified prior to being awarded a professional services contract with TxDOT, this status ensures our firm’s eligibility to be granted TxDOT contracts. Transtec is also a disadvantaged business enterprise (DBE) and historically underutilized business (HUB). This means working with Transtec helps Texas agencies fulfill state requirements for HUB and DBE hiring—not to mention the fact that HUB businesses are state-verified, substantiating their qualification to perform services.
